Monitoring, Evaluation & Learning Advisor

Greenpeace International (GPI) is seeking a Monitoring, Evaluation & Learning (MEL) Advisor to support MEL activities, including impact framework monitoring, across our global programme areas. You will strengthen organizational learning by developing innovative, fit-for-purpose MEL methods and tools for priority National and Regional Offices (NROs) and projects. A key focus will be the technical connections with data insights, as well as the promotion, accessibility and translation of technical impact logic frameworks into shifts in culture/ways of working.

This is a one-year fixed-term role, working closely with the Impact, Monitoring and Evaluation Coordinator and Manager in the Global Programme Office (GPO). You will also work with Insights in the Global Engagement Department (GED) to rapidly develop and iterate systems, processes and networks that support our ambition.

In this role you will:

  • Adapt, refine and monitor impact framework, standards and implementation methods through consultation with key stakeholders.
  • Ensure Impact and MEL frameworks, standards and implementation methods contribute to overall impact efforts and are accessible and audience driven.
  • Proactively update MEL strategies, standards, framework and good practices.
  • Provide strategic steer and advice, plus technical assistance, to NROs on MEL best practice and tools.
  • Develop and strengthen capacity to utilise M&E tools for impact measurement.
  • Lead the identification, development and/or strengthening of relevant MEL guidances, tools, toolkits, systems and processes for priority projects. 
  • Monitor learning cycles and ensure relevant M&E outcomes, best practices and case studies are shared.
  • Develop and deliver MEL capacity building, including training and mentoring.
  • Lead the development of insights tools and products that support the MEL function in priority NROs and for GPI’s global performance monitoring.
  • Coordinate project delivery between GPO and the Insights team to support priority NRO MEL and campaign analytics work.
  • Advise the Insights team planning and project delivery, by providing MEL perspective and requirements of priority offices – in particular for the development of reporting & data infrastructure design.
  • Advise Head of Insights, GED, on ideal resourcing allocation.
  • Support learning, coordination and information exchange between GPO and the Insights, Research and Engagement support teams.
  • Contribute significantly to global strategy benchmarking, including through collaboration on global polling, ensuring alignment with overall Programme impact efforts.

What we’re looking for:

  • Bachelor’s degree in a quantitative discipline (preferably in Social Science, Economics or Statistics), with Master’s degree preferred.

·         At least 5 years’ professional experience in the field of Monitoring and Evaluation and/or data insights/analysis or any reasonably connected discipline.

  • Demonstrable in-depth knowledge of data processing languages, analysis tools, quantitative and qualitative monitoring methodologies, plus a proven ability to design impact frameworks and monitoring tools.
  • Knowledge of program evaluation design, applied in different cultural contexts.
  • Experience in data analysis presentation and report writing.
  • A proactive, energetic approach to problem solving.
  • Excellent relationship building skills.
  • Fluency in written and spoken English, with additional languages preferred.
